papagpaliwanagin ang dating administrasyon kung saan nanggaling ang pondo sa pagbili ng bakuna at sino ang nag-authorize sa paglabas ng pondo para rito.
Ang mosyon na ito ni Atienza, sinegundahan ni Congressman Eugene De Vera at iba pang mga kongresista.
“Who conceived this program and ultimately approved the release of these funds? We must pinpoint who is accountable for the release of these funds.  Who can we point to as the real brains behind this program? Was it the DBM? Or the Office of the President?” pagtatanong ni Atienza.

Bukod kay Aquino, padadaluhin din si dating Budget Secretary Florencio Abad.
“We want to find out the legality or illegality of the funds used at that time. Wala po akong alam na appropriations na dumaan sa Kongreso in the amount of P3.5 billion to be spent for any vaccination program,” sabi ni Atienza.

Dagdag pa niya, wala raw siyang alam na dumaan sa Kongreso na naglalaan ng P3.5 billion para sa vaccination program.
“The Supreme Court declared the Disbursement Acceleration Program (DAP) as illegal, stating that the allocation and use of all monies can only be done through the approval of Congress.”
Para kay Atienza, hindi pa rin daw sapat ang naging pagdalo ni Aquino sa hearing ng Senado kaugnay ng isyu.
“Even after many hearings in the Senate, other government agencies and now in Congress, there is still no clear answer as to who is accountable,” sabi niya.

Abril 2016, isang buwan bago ang eleksyon nag-umpisa ang vaccination program sa ilalim ng administrasyon ni Aquino.
Higit 830,000 na kabataan ang naturukan ng Dengvaxia.
